On the cover of the current Scots-n-Water, there appears to be a line attached to the transom rings that is run over the top of the rudder head. Could it be shockcord to help keep the rudder centered? Or an attempt to keep the main sheet from fouling around the rudder head?

This is to try to keep the mainsheet from hanging up on the rudder head. I have seen it on some of the Scots in New Jersey.
