link to FSSA Specs Article S-V.2

Every Notice of a Race includes a note about equipment requirement mentioned in FSSA Specification article S-V.2 (Racing Restrictions). I tried to search for that article with no luck. Does anyone know a link to it (or has a electronic copy of the document)? Thanks, Mario
