Rebed hardware to keep water from balsa?

What is best practice to prevent damage to the balsa core? Rebed all fittings in the deck? My boat is kept on a boatlift with a full cover, but still get about a gallon of water inside after about an inch of rain. Would need considerably more tilt to the bunks to let all the water drain out, so I have been bailing the water within a day or two. Monroe Lake Norman, NC
