The District Championship Series will once again
consist of six regattas, each skipper’s four best
regattas will count for the final scoring. The schedule follows with the dates for
the six regattas. Scrolling further down the page you will find the rules we
use to run the Championship. Below that is the scoring system we will use to
convert regatta positions to season points.

RULES
2007 - 2008
The document will define the rules we will use for the
District Championship. These Rules, the Flying Scot Sailing Association (FSSA)
class rules and the Racing Rules of Sailing (RRS) shall apply. If a conflict
exists between these Rules and the FSSA or RRS rules these Rules shall take
precedence.
1 – Eligibility – The District Championship is open to all owners of a
Flying Scot who reside within the district on a full or seasonal basis. The
boat owner may designate an immediate family member to skipper the boat for
racing. An immediate family member shall
be husband, wife, daughter or son. Boats skippered by immediate family members
will be scored as one boat. Membership in the FSSA is highly encouraged but not
mandatory except that District awards will only be awarded to members of the
FSSA at the time of the last regatta of the season series.
2 – Schedule – The schedule will be posted on the Florida District
website: www.fssa/fldist.com and
emailed to the Fleet Captains at least 30 days before the date of the first
regatta. Any changes to the District schedule will be avoided if at all
possible but must be made with at least 30 days prior notice to the Fleet
Captains and posted on the District website. There shall be 6 regattas
scheduled, with the 4 best results used to calculate the season score. Regattas
will be 2 day events occurring on Saturday and Sunday, with the number of races
determined by the host fleet/club. Should one of the regattas be cancelled or
not sailed due to weather, etc, the District Championship will be determined by
scoring 3 of the 5 remaining regattas. Should a second regatta get cancelled we
will attempt to reschedule it, at any available fleet’s venue, with at least 30
days notice given to the Fleet Captains and posted on the district website.
3 – Scoring – The scores for a regatta shall be in accordance with the
final results posted for that regatta, including throw outs if applicable. The
final scores for each regatta will then be converted to the values designated
by the Cox-Sprague (CS) scoring system as modified and known as, the Florida
District Championship Scoring System (FDCSS) . The CS
system has been modified to provide points based on the values for a 10 boat
regatta, as a minimum. The boat count to be used for the FDCSS shall be based
on the total number (including boats outside the Florida District) of registered
boats, regardless if they started any of the races scheduled. A registered boat
is one that completed the entry form and paid the required fees, as per the
regatta rules for that event. If a registered boat subsequently decides not to
race, due to weather concerns, equipment issues or otherwise, they will receive
points, equal to last place, for that regatta based upon the FDCSS, limited to once
per season. If 2 or more boats are so affected they will receive the same
points (tied for last place) based on the FDCCS. The purpose of this rule is to
acknowledge a skipper’s best efforts to attend a regatta, even if circumstances
then prevented him/her from racing. A second or subsequent such occurrence will
result in no points awarded under the FDCSS, unless the boat started at least
one race of the regatta.
Non-Florida registered boats shall
not effect the scoring of Florida
boats except in determining the total number of boats for that regatta, as
stated above. Stated another way, non Florida
boats shall be excluded from scoring and all Florida boats finishing behind a non-Florida
boat shall move up and fill that vacant scoring position.
4 – Awards – Awards will be given to the top 4 finishers, who are
members of the FSSA, at the conclusion of the season.
5 – Disputes – Any disputes pertaining to
these District Rules will be decided by a committee comprised of the District Governor and two Fleet Captains
(not parties to the dispute) to be appointed by the District Governor. Disputes
must be received by the District Governor in writing (including email: dave812@verizon.net ) and within 36 hours
of the incident. A simple majority decision, also
rendered within 36 hours or as soon as possible, will settle the dispute. The
decision of the committee will be final and not subject to appeal.
6 – Fees- The Florida
District will begin funding a District operating account. The host Fleet
or Club will forward $2.00 per boat (from the entry fees collected) registered
at a District regatta to the District Governor for deposit into the Districts
operating account. Exception is the Miami
event where no fee will be collected, since that regatta includes no entry fee.
Funds will be used for District Championship awards and other necessary
expenses. Accounting will be provided upon request and at least annually, to
the Fleet Captains, within 30 days of the conclusion of the District
Championship.
