Cannot get contact an officer to work if I am not logged in

Description
The links to contact the Occiers on the BOC page do not work unless you are logged in. This should work whether you rse logged in or not. When not logged in you get "Access denied"

This is the design of the content management that the web site uses. The theory is forcing people to log in to contact you protects you from spammers and people you don't want contacting you. Other web sites like Facebook, Ebay, operate the same way. I can't control this.
